In a move aimed at providing impetus to the development of infrastructure projects in Maharashtra, the six ministers, including the Chief Minister and Deputy Chief Ministers, that form the state infrastructure sub-committee were granted Cabinet Committee status on Tuesday. Leaders in the Opposition however say that it may lead to centralisation of powers with a select few.
With this decision, the infrastructure sub-committee will now function as the Cabinet Infrastructure Committee. Proposals approved by this committee will no longer need to be sent to the “larger” cabinet for approval. The decisions taken by the committee will be considered final.
“This will give impetus to the development of infrastructure projects. Infrastructure development projects worth Rs 25 crore or more will be placed before this committee through the government, government undertakings, semi-government institutions and corporations,” said an official.
The Chief Secretary of the state will be the Secretary of the Cabinet Infrastructure Committee, while the Additional Chief Secretary of the Planning Department will be the convener. The same procedure through which proposals are submitted for the decision of the Cabinet will be followed for the Cabinet Infrastructure Committee.
The committee will be headed by Chief Minister Devendra Fadnavis. The members include Deputy CMs Ajit Pawar and Eknath Shinde as well as ministers Hasan Mushrif, Chandrashekhar Bawankule and Uday Samant.
According to sources, a senior minister from the ally has already expressed unhappiness within the cabinet meeting, questioning whether the cabinet meeting would be necessary after the decision.
“It will centralise the powers and decision-making process. The project cost limit being Rs 25 crore means that every infra project will go to the committee and no discussion within the larger cabinet is necessary,” said another senior minister.
In other decisions, the Maharashtra Cabinet on Tuesday approved the revised design of the Bhandara-Gadchiroli controlled access expressway project and its implementation by the Maharashtra State Road Development Corporation (MSRDC).
It was claimed that the project will reduce travel distance from Bhandara to Gadchiroli by 23 km and travel time to one and a half hours.
The final design of the Bhandara-Gadchiroli Access Controlled Expressway has been approved as per a government decision dated December 27, 2023. The revised design of this access controlled expressway from Savarkhanda interchange of the Nagpur Gondia Access Controlled Expressway to Konkangad on State Highway 53 and the access controlled expressway from Borgaon Interchange to Ranmochan on State Highway 353D has been approved.
Land acquisition for the project was also approved. A total provision of Rs 931.15 crore was approved, including Rs 534.46 crore for land acquisition and Rs 396 69 crore for interest.
