BMC invites fresh EOIs for 26 schemes after failing to garner interest

While the civic body had floated the EOI for 64 plots across 11 wards, senior officials said that nearly 17 parcels were put in abeyance owing to technical issues.

Five months since the Brihanmumbai Municipal Corporation (BMC) floated an Expression of Interest (EoI) for slum development schemes in 64 civic plots across Mumbai, the civic body on Thursday floated a fresh EOI for 26 schemes which failed to garner a response in the previous tender. According to senior civic officials, the maximum number of these 26 plots fall under the M/East ward which encompasses Deonar, Mankhurd and Govandi.

After deciding to lease its land parcels to private entities to generate revenue, the BMC in May had floated a tender to rope in eligible developers to undertake redevelopment and rehabilitation across 64 plots owned by the BMC. The contractors appointed for the project will be tasked with executing all responsibilities, such as survey of slums, planning and preparation of the project, securing permission and no-objection certificate, construction of the tenements as well as their maintenance post construction.

While the civic body had floated the EOI for 64 plots across 11 wards, senior officials said that nearly 17 parcels were put in abeyance owing to technical issues. The civic body then floated a tender for 47 plots, for which it received more than hundred bids for nearly 29 schemes. Meanwhile, of the 29 schemes, nearly eight slum parcels received a response only from a single bidder.

According to senior civic officials, the 29 schemes which drew responses to the bid are situated primarily in the western suburbs including in Borivali, Andheri, Worli while some land parcels are situated in the eastern suburbs’ T ward.

For the 26 parcels that did not receive adequate response including the eight parcels which received only single bids, the BMC on Thursday floated afresh a new EOI calling experienced and eligible entities to execute redevelopment of slum schemes on these civic lands.

The highest number of land parcels which did not receive any response from the bidders are situated in the M/East ward, which is home to the Low Income Groups (LIG). “Amongst the several possible causes for the lack of adequate responses from the bidders could be the potential of land or the larger density of encroachments which makes the process more difficult,” a civic source told Express.

Meanwhile, the civic body is currently scrutinising the bids received for the remaining of 21 schemes. Data shows that the BMC has shortlisted 93 responsive bids from 25 companies for the 21 schemes.

Overall, the municipal lands which have been opened for rehabilitation projects by developers spans over 8.37 lakh square metres and encompasses nearly 49,000 slum structures. Officials said that redevelopments of the scheme for eligible developers will be permitted as per the terms laid under the Regulation 33(20) of DCPR-2034, which pertains to slum rehabilitation. “Developers must have prior experience in slum or housing rehabilitation and meet technical and financial eligibility criteria,” the EOI floated Thursday states. The EOI document will be made available on the BMC website on September 15, while the final date of submission has been set at September 30.
