The Delhi transport department has directed all the 13 scrapping companies to submit a status report on the release of end-of-life vehicles (ELVs) as directed by the High Court in August.
After several car owners moved the High Court against the transport department, the court had directed the release of several seized end-of-life vehicles on undertakings by the owner that if released, the vehicles won’t “ply or be parked in any public space” within the city and will be removed within “two weeks after release”.
Earlier this week, an owner of a 15-year-old “family heritage” car moved a plea seeking initiation of contempt proceedings against the authorities for non-compliance with the HC’s previous order. He also alleged that despite the court order, the transport department is yet to release the vehicles of the petitioners.
Following the recent court orders, the transport department asked all the scrappers to submit a status report of all the overage vehicles whether it has been handed over to the owner; scrapped; or put on hold.
The department asked the scrappers to submit reasons and remarks on why they put the overage cars on hold. The owners of around 160 vehicles moved court requesting their cars to be released.
The HC had further directed the government to frame a policy for the release of such vehicles on undertakings by owners and give due publicity to the same.
Further, the government said they are almost ready with the policy and it will be finalised in two weeks.
“The policy has got in-principal order. Some minor changes and suggestions are being added like the penalty fees from Rs 25,000 to Rs 10,000 for cars and Rs 5,000 for bikes. It will be finalised and put in public in two weeks,” said a transport department official.
