Though he was one of the shock losers of the BJP in the 2014 general elections, Shahnawaz has an influential support base in north-eastern Bihar where Muslims form a sizeable proportion of the population and are a deciding factor in a number of constituencies. With the BJP emphasising on development over caste, Shahnawaz’s role in attracting minority votes becomes significant. The 47-year-old was the youngest minister in Atal Bihari Vajpayee’s Cabinet and played a decisive role in the BJP-JD(U) coalition’s victory in the state elections in 2005 and 2010.
