Investigation 2: How Goa's Election Officers Were Overruled by Delhi

Investigation by Ritika Chopra

97 voters in Goa were found eligible by local election officers and their names still didn't make it onto India's final electoral roll. This is Part 2 of an Indian Express investigation into how the Election Commission of India (ECI) is handling the Special Intensive Revision (SIR) of voter lists, and how centralized control of the ECINet software is overriding decisions made by Electoral Registration Officers (EROs) on the ground.

In this video, we break down:
What happened to 97 voters in Goa despite a Supreme Court order
How the ECINet software blocked local officers from restoring eligible voters
Internal emails showing repeated, unanswered requests to fix the system
Why this matters beyond Goa and what it reveals about India's voter roll process nationwide
