Paving the way for a major administrative overhaul ahead of the Telangana Assembly elections, the Election Commission of India Wednesday ordered the transfer of four district collectors, three other bureaucrats, and 13 senior police officers, including the Hyderabad police commissioner.

These officers, including commissioners and superintendents of police, were asked to hand over the charge to their respective posts to their immediate junior officers and report to the government for further orders. The transfers, according to the order from Chief Secretary Shanthi Kumar, came into force with immediate effect.

District collectors Vinay Kumar Reddy of Yadadri-Bhuvanagari, K Varun Reddy of Nirmal, Harish Reddy of Rangareddy, and D Amoy Kumar of Medchal-Malkajgiri, the director of the Prohibition and Excise Department Musharaff Faruqui, Commissioner of Commercial Taxes T K Sridevi, and Secretary (Transport) K S Srinivasa Raju were among the bureaucrats who have been transferred.

Hyderabad police commissioner C V Anand, a DG-rank officer, Warangal commissioner A V Ranganath, Nizamabad commissioner V Satyanarayana, and superintendents of police (SPs) of 10 districts were also moved out.

Rajendra Prasad (Suryapet), M Ramana Kumar (Sangareddy), B Srinivas Reddy (Kamareddy), A Bhaskar (Jagityal), K Narsimha (Mahabubnagar), K Manohar (Nagarkurnool), K Srujana (Jogulamba Gadwal), G Chandra Mohan (Mahbubabad), N Venkateshwarlu (Narayanapet), and P Karunakar (Jayashankar Bhupalpally) are among the SPs who have been moved out.

Notably, nine of these 10 SPs are non-cadre officers.

As per an order from DGP Anjani Kumar, Additional CP (L&O) Vikram Singh Mann takes over as Hyderabad police commissioner. Similarly, DCP (Crimes) D Muralidhar and Additional CP (L&O) S Jayaram take charge as commissioners of Warangal and Nizamabad, respectively.

During the EC team’s visit to Telangana recently, the Opposition had raised complaints of abuse of power by the ruling party.

The Opposition parties accused the government of letting several officers continue in their posts beyond retirement and letting their favourite officers continue in the same post without transfers.

They also alleged that some of the officers turned a blind eye to the distribution of money and other inducements during recent by-elections. The Congress party has even warned of preparing a list of officers who favour the ruling party and order an inquiry against them if it returns to power.

Telangana Assembly elections will be held on November 30 and the votes will be counted on December 3.

In the five poll-bound states of Rajasthan, Madhya Pradesh, Chattisgarh, Telangana and Mizoram, 25 police commissioners and superintendents of police, nine district magistrates and four secretaries, and special secretaries have been transferred so far.

The orders have come after the Election Commission found laxity in the work of several top officers in the five poll-bound states. During a recent review, it was observed performance of some officers was ‘unsatisfactory’ and they were found ‘complacent, if not complicit’ in various matters, including the illegal supply of liquor as a possible poll inducement, according to PTI.
