China has launched a new visa programme aimed at attracting global science and technology professionals, stepping up its bid to compete with the United States in luring top talent. The K-visa, rolled out last month, is designed to draw skilled workers to support Beijing’s ambitions in advanced technology and innovation, the Associated Press (AP) reported.
The initiative comes as Washington’s H-1B visa programme faces increased restrictions under President Donald Trump’s administration, creating uncertainty for foreign professionals.
The ruling Communist Party has made leadership in high-tech industries, including artificial intelligence, semiconductors and robotics, a national priority. By relaxing requirements for skilled visas, such as removing the need for a job offer before application, Beijing hopes to fill a persistent skills gap and reverse decades of brain drain.
“Beijing perceives the tightening of immigration policies in the US as an opportunity to position itself globally as welcoming foreign talent,” said Barbara Kelemen, associate director at security intelligence firm Dragonfly.

Foreign interest
Immigration consultants in Shanghai told AP that there has been growing interest in the K-visa from India and Southeast Asia, where tech professionals are exploring alternatives to the US. However, some local workers have expressed concern that the influx of foreign professionals could intensify job competition.
State-backed media have downplayed such concerns, reported AP.
Despite the new visa’s promise, China still faces hurdles in attracting global talent. Experts point to language barriers, strict internet censorship under the “Great Firewall,” and limited residency options compared to Western nations.
As of 2023, China hosted only about 7,11,000 foreign workers, according to government data..
Analysts say, according to AP, the US may lose some talent to other Western destinations, but not yet to China.
