The Swaran Singh Committee on constitutional reforms recommended more powers to the Supreme Court in relation to those in the High Courts. of the amendments the committee has suggested aims at empowering the Supreme Court to transfer a case pending in the High Court of one state to the High Court of another. Another amendment withdrawal of cases from high courts for a decision by the highest judicial authority itself whenever cases involve a substantial question of law or of general public importance on a specific application by the attorney general. However, the panel did not favour the suggestion that the Supreme Court should have the direct administrative control over the high courts.

Talks With Oppn

The government plans to hold discussions on constitutional reforms with the opposition in Parliament before it presents its package of amendments suggested by Swaran Singh committee to Parliament. The Congress has authorised Law Minister H.R. Gokhale and Parliamentary Affairs Minister K. Raghuramaiah, to hold these discussions.

500 Refugees Dead

Some 500 persons trapped in a basement shelter that collapsed under rightist shellfire at the Tal Zaatar Palestinian refugee camp in eastern Beirut are dead, the Voice of Palestine radio reported. The report said the victims were mainly women, children and old people. Rescue of the trapped people had been impossible as heavy fighting at the camp persisted without respite.
