In two separate resolutions, the Congress Working Committee, the party’s top policymaking body, endorsed the Emergency and the 21-point economic programme announced by Indira Gandhi. The CWC also decided to set up the machinery to involve party cadres and allies in the implementation of the economic programme. The party elders reviewed the situation that led to the Emergency and concluded that the proclamation had become necessary to forestall the subversive attempts of some opposition parties and groups. The meeting also welcomed the ban on the RSS, Jamaat-e-Islami, Ananda Marg and their front organisations.

Eminent music director Madan Mohan died in Bombay after a brief illness. He was only 51. He had won the national award for music direction for Dastak in 1970.
