All central ministries and agencies have been directed to cut down on their non-plan expenditure by three per cent and the plan outlay by five per cent during 1983-84. This is one of the steps taken by the Centre to curb unproductive expenditure. PM Indira Gandhi has told central ministers that no new posts be created during the next nine months.

Mrs Indira Gandhi has decided not to avail of $1.1 billion sanctioned by the IMF “because of our improved foreign exchange situation.” In fact, foreign exchange reserves have been plunging downwards at the rate of Rs 100 crore a week recently. PM Gandhi has given up a useful source of hard currency mainly for political reasons, not economic ones. In an election year, she does not want the Opposition to say that she has mortgaged the country’s honour to the IMF.

Mill Workers’ Strike

The jute workers strike in West Bengal was peaceful. However, there were reports of tension in two mills. CM Jyoti Basu expressed surprise at the Centre’s attitude towards the workers. Krishnapada Ghosh, the State Labour Minister, said that 1.8 lakh workers in 48 mills observed a total strike.

He commenced a four-day tour of Idukki district to strengthen Congress (I) activities in the high rangers area and addressed a number of public meetings.
