Leaders of seven South Asian countries who began a two-day summit in Dhaka agreed to establish a permanent secretariat of the new South Asian Association for Regional Cooperation and to set up a committee to discuss all aspects of terrorism. The issue of having a permanent secretariat is finally expected to be resolved when the leaders meet for the second SAARC summit.
L-G orders closures in factory
The Delhi Administration has ordered Shriram Foods and Fertilisers to suspend the production of hazardous and lethal chemicals within the next two days. The order, issued by Lt-Govemor H L Kapur, comes three days after a massive oleum leak from the plant played havoc with Delhi’s citizenry and 24 hours after a second, minor leak caused further alarm.
Caste killings in UP
Four people were gunned down and six others, including three women, were injured, five of them seriously, in Rasulpur village, about 14 km from Ballia. The entire staff of the Garhwara police station has been transferred. Chief Minister Vir Bahadur Singh said that he had distributed Rs 10,000 to each bereaved family and Rs 2,000 to each injured person. Eleven persons, including eight Rajputs and three Yadavs, attacked the Harijan locality after a flare up. One of the members of the raiding party was a police head constable, Sarju Singh, who was on leave. He had his licensed gun with him and sprayed bullets.
Rajiv-Zia talk
Prime Minister Rajiv Gandhi and President Ziaul Haq of Pakistan discussed bilateral issues at a brief meeting they had. The proposals President Zia had made at the morning plenary session of SAARC to have a collective pledge renouncing use of force against one another and creation of a nuclear-free zone did not figure in the talks. The bilateral issues are expected to be discussed further when Zia would be in Delhi on December 17.
