The SP government suffered a second embarrassment in two days when the Legislative Council,where the opposition BSP has a majority,returned to the Assembly a Bill to increase the tenure of the Lokayukta and Deputy Lokayukta from six to eight years,with a recommendation that their term should be only five years.
Since the Uttar Pradesh Lokayukta and Deputy Lokayukta (Amendment) Bill,2012 had the status of a money Bill,the Council could neither reject it nor amend it. Therefore,it chose to pass a resolution,making the recommendation which the Assembly may or may not accept.
On Tuesday,the council had referred to a select committee a Bill to abolish reservation in promotion in government service which had been passed by the Assembly.
The resolution was passed by voice vote after an acrimonious debate between the BSP and the SP,with little participation from the Congress,the BJP and the RLD. BSP members made personal allegations against Lokayukta N K Mehrotra,but Chairman Ganesh Shanker Pandey expunged them.
In the last year,Mehrotra has indicted at least 10 ministers of the previous BSP government on charges of corruption and misuse of office. Many of them were removed by the then CM Mayawati.
