In a Parliamentary Consultative Committee meeting he undelined that the government has been in favour of self regulation and voices from even stakeholders are emerging for a statutory backing for it.

Meanwhile,in a move that could raise political hackles in the run-up to Assembly elections in five states, the I&B ministry has, pending recommendations of the seventh rate structure committee (RSC),announced an interim hike of 19% in DAVP ad rates for print media. Asked about the announcement when the model code is in place,Tewari said the ministry had got Election Commission clearance.

The rates are effective from October 15,2013 — validity of the last rate card expired on October 14 — and the RSC has been asked to work towards a January 2014 deadline. While DAVP gives out advertisements worth about Rs 410 crore annually, taking together states that follow DAVP rates, the total comes to about Rs 2,000 crore. A total of 6,419 newspapers and periodicals are empanelled by DAVP.
