Capital market regulator Sebi has begun the process for purchase of a new property to house its Northern Regional Office (NRO) in the national capital,for which it is also open to the idea of buying a plot of land.
The Mumbai-headquartered Securities and Exchange Board of India (Sebi) is keeping all its options open for this new office premise — that is purchasing an independent building,part premises of an existing building or a plot of land.
Sebi has floated a tender for purchase of property and has invited offers from interested parties by early May,2012.
While the estimated budget for this property purchase could not be ascertained,Sebi has earmarked a total amount of Rs 281.03 crore for “acquisition of office and residential premises” in its budget for current financial year 2012-13.
This would include expenses towards purchase of office space for NRO at New Delhi,acquisition of new office premises/plot of land in BKC for additional office space in Mumbai and purchase of flats for senior executives at Mumbai,among others. Sebi headquarters are currently located at BKC (Bandra-Kurla Complex) in Mumbai.
Sebi board recently also approved a proposal for opening of five new local offices in different parts of the country.
Regarding the new NRO office premises in New Delhi,Sebi has said that that “the property offered can be an independent building or part premises of a building which can be used for office usage or plot of land with suitable permission to construct office/commercial usage.
“The plot may be independent plot or plot having old building which can be demolished and new building can be constructed for office premises/commercial purposes,” as per Sebi’s tender for the new office space.
However,it would prefer an independent building,followed by part premises in the building,and in the event both are not suitable then plot of land would be considered.
It is seeking premises or plot of land with a built up area of approximately 30,000 square feet,which should be free from all encumbrances and should have requisite permission for using the constructed premises for office/commercial purpose.
Sebi is looking for premises in Central Delhi or within 10 km from Connaught Place area,with easy access to public transport,water and adequate electricity connection.
It also wants the premises to have sufficient parking space and approval from all local authorities.
“The area is approximate and Sebi reserves the right to consider offers with variations in area of the premises up to plus or minus 25 per cent,” it said in its tender.
Sebi also said that “preference would be given to the suitability of location of the premises. Premises in better maintained buildings,having good view would be preferred to others.” It would also prefer premises in comparatively new buildings with better amenities.
