With the first phase of Bihar elections on Thursday and and all the bigwigs of the Rashtriya Janata Dal (RJD) busy in the state, the party’s newly constructed headquarters in the Capital awaits a formal inauguration.

Named after Rabri Devi, who replaced RJD supremo Lalu Prasad after he was accused in the fodder scam, the three-storey Rabri Bhavan is waiting to be inaugurated for the past six months. Party members say the building has been named after Rabri as Lalu believes that she is the new face of party.

The foundation stone was laid in 2008 by the RJD chief. “Laluji believes that the Bhavan would be a tribute to his wife who is popular with the masses,” said a party leader.

Rabri Bhavan stands tall among other buildings located on Deen Dayal Upadhyay Marg near ITO. As one enters, three steps lead to a big hall. The caretaker does not let anyone beyond that. “I have to seek permission from my employer to allow anyone inside the Bhavan,” said Narayan.

Instead of modern lights, two green lamps placed on both sides of the main gate welcome the visitors. A big black iron gate opens only when Narayan is convinced about the identity of the visitor. He has been in charge of the place for the past six months ever since the completion of the Bhavan.

“Laluji has been here twice since I got the job of caretaker, but Rabriji has never paid us a visit. Party members say she hasn’t come here as it is yet to be inaugurated. Whenever Laluji comes here,he asks about my well being,” he said.

Party members are tightlipped about the exact date of inauguration.

Ram Kripal Yadav,RJD MP in the Rajya Sabha, said,“Currently, the party office is located inside the V P House. Operations from Rabri Bhavan will start after formal inauguration which will be after the polls. Our leaders are busy campaigning and the date will be decided after the Bihar polls.”

Interestingly,Deen Dayal Upadhyay Marg boasts of another political party’s office — the Delhi Pradesh Congress Committee. Political parties were asked to move out of the NDMC area and were given land in this area.
