Public expert vs private expert: Govt lab says Bhushan CD legit
The CD will be sent for another forensic examination.
The forensic examination of a CD containing a purported phone conversation between former law minister Shanti Bhushan,Samajwadi Party leader Mulayam Singh, and his former colleague Amar Singh has revealed that it was not tampered with. The CD will be sent for another forensic examination on Monday.
Sources said that the Central Forensic Science Laboratory CFSL,which on Tuesday received the CD submitted by Shanti Bhushan to Delhi Police, sent its report in a sealed cover on Wednesday night, stating that the recorded conversation is in continuity and no abrupt change in speech signal could be detected.
The CFSL findings are contrary to what Shanti Bhushans lawyer son Prashant Bhushan told reporters on Sunday. He said he had sent the audio file to George Papcun,an expert in acoustic phonetics,in the United States and to Hyderabad-based Truth Labs where it was examined by S R Singh,a former director of the CFSL in New Delhi. He claimed that the reports of both examinations had said that while the voices on the clip appeared to be genuine,it had been made by splicing words and sentences from different conversations.
Police had sent seven queries to the CFSL regarding the 1.55 minute-long CD containing the recorded conversations among three persons.
Quoting from the CFSL report, sources said it clearly stated that no change in background noise pattern throughout the recording could be observed, and the recorded conversation is in contextual continuity and no abrupt change in the phase of speech signal could be detected.
The examination for authenticity of the recorded conversation can be carried out if original recording is made available for examination, sources quoted from the report.
We will send this CD again to another forensic laboratory next Monday. The case, filed on the basis of a complaint by Shanti Bhushan, will be cancelled if the other laboratory too gives the same report, a senior police officer said.
When his comments were sought,Police Commissioner B K Gupta said: The case has been transferred to the Special Cell for better investigation.
Police said as this was not an original CD and the analysis of the frequency response of the speech signal reveal that the audio file is copied from some source. They said they were analysing the transcript of the four CDs submitted by Amar Singh at the IP Estate police station last Monday.
Police last week registered a case under Section 469 forgery intended to cause disreputation against unknown persons on a complaint filed by Shanti Bhushan who alleged that the CD was forged and intended to malign his reputation and derail the process of a joint drafting committee on the Lokpal Bill. Police said they were trying to get to the source of the original CD.
