Union Finance Minister Pranab Mukherjee today defended Arjun Singh, the then chief minister of Madhya Pradesh, for the state releasing Warren Anderson on bail, saying the law and order situation may have forced his hand.

“Arjun Singh gave a statement at the time… on December 8th. The law and order situation was bad and people’s frenzy was at a high. Therefore the government thought it proper to send him (Anderson) away from Bhopal,” Mukherjee said, talking to reporters near his residence in Kolkata.

His statement puts the onus on the state government for the decision to let Anderson — the chairman and CEO of Union Carbide then — go. It comes at a time when questions are being raised over how Singh could have acted without the Rajiv Gandhi government at the Centre being kept in the know.

Mukherjee also said that the Centre would appeal against the recent judgment that gave the accused all of two years in jail, allowing them to walk on bail. “I cannot comment on the judgment. But we will appeal to a higher court,” he said, adding that the Government was also “exploring all possibilities” of getting Anderson extradited.
