In a final parting shot delivered in his last few minutes as Army Chief,General V K Singh once again trained his guns on Lt Gen Dalbir Singh,alleging inaction by the officer on a complaint about an alleged fake encounter at the Dimapur-based 3 Corps.
Lt Gen Dalbir Singh is slated to take over as Army Chief in 2014 after the current Army Chief,Gen. Bikram Singh,retires. Gen. V K Singh accused him of not acting on a complaint by a Military Intelligence officer that three civilians had been killed by the 3 Corps Surveillance and Intelligence Unit.
However,this alleged fake encounter took place in March 2010,when Gen. V K Singh was himself the Eastern Army Commander,and directly in charge of the 3 Corps. Sources said the case,which had been forwarded by Gen. V K Singh himself,had been probed. In the preliminary examination,the allegations had not been found valid enough for a court of inquiry,they said.
Gen. V K Singh said on Thursday,Everyone is concerned that such a thing should happen and investigation doesnt take place. You will hear more about it when the new chain starts taking actions on it.
This is the third time he has targeted Lt Gen. Dalbir Singh. He first asked the CBI to probe an alleged procurement scam involving Lt Gen. Dalbir Singh,but it was dropped after the cabinet secretariat cleared the officer. Then,in his final days in office,he imposed a DV ban on the officer.
