Deposing before Parliament’s Public Accounts Committee (PAC),senior Sports Ministry officials on Monday failed to explain how Suresh Kalmadi was appointed the chief of the Commonwealth Games Organising Committee against the advice of three successive ministers. When the PAC asked how the budget had shot up from Rs 200 crore to Rs 19,000 crore,officials said the prestige of the country was at stake and there was very little time to make arrangements.

The CAG report had alleged that Kalmadi was appointed to the post in 2004 despite the fact that three sports ministers — Sunil Dutt,Mani Shankar Aiyar and M S Gill — had expressed reservations. The CAG also pointed out that the Sovereign Guarantee signed by the Centre for the CWG bid was open-ended.
