Orissa Chief Minister Monday termed the proposed National Counter-Terrorism Centre (NCTC)’s powers to arrest and carry out searches under the Unlawful Activities (Prevention) Act,1967 as draconian and accused the Centre of hurting the federal structure of the country.

The NCTC was approved by the Cabinet Committee on Security about three weeks ago and will be operational from March 1.

In a letter to Prime Minister Manmohan Singh,Naveen said the Home Ministry’s February 3 memorandum explaining the organisation, function and powers of the NCTC was a clear infringement on the powers of states in matters of investigation and maintenance of order.

He requested Singh to review the order.
