The Supreme Court on Tuesday asked the Madhya Pradesh government to file a list of persons facing displacement due to the multi-crore Indira Sagar and Onkareshwar canal projects,together with the rehabilitation package for them.

A Special Bench led by CJI K G Balakrishnan was hearing a petition filed by Madhya Pradesh government and Narmada Valley Development Authority against a stay by the state High Court on canal work.

Asked why “canal-affected” persons are only given compensation while those displaced by dam construction get alternative land,MP counsel Mukul Rohtagi said the court should wipe out any misinterpretation that a person affected by canal construction is in the same situation as a “refugee” whose land will be submerged by a dam. However,he conceded when the court asked him how a farmer who loses his entire land to the canal can be termed a “beneficiary”.
