Kashmir teen died after firearm injury,says autopsy report

The post mortem examination of Tufail Ahmad Mattoo has concluded that the teenager died of a firearm injury to his head — not,as the government has claimed,after being accidentally hit by a teargas shell.

The 17-year-old student was killed while on his way back from tuition on June 11. The four-member team of doctors that carried out the autopsy has said he died as a result of “fire arm injury” caused by an “Intermediate Range Rifled Weapon”. The Indian Express has a copy of the autopsy report.

Eyewitnesses to the incident had said Mattoo,who had taken shelter in the Gani Memorial Stadium as the police battled some stone-throwers,collapsed after a policeman “fired” at him. Area residents had lifted the unconscious teen from the pool of his blood and requested two men driving by in a Maruti to take him to hospital. Mattoo had died on the way.

As witnesses blamed the police — a woman from Rajouri Kadal even offered to identify the policeman who had fired at Mattoo — the police insisted he had been hit by a stone thrown by a protester. Subsequently,they issued a statement saying the teen had actually been murdered,and pointed a finger of suspicion at the men who had driven him to hospital. Following a massive public outcry,the police finally ordered a probe by the DIG,Central Kashmir,Deepak Kumar.

The post mortem report submitted by the team of doctors led by the Medical Superintendent,Nursing Home,Gupkar,Srinagar,has,however,put the police in the dock.

The team,including Dr Ghulam Qadir Shah,pathologist Dr Roohi,and assistant surgeons Dr Shafat of Police Hospital and Dr Reyaz Ahmad,concluded that “an accelerated propellant… hit the head of the deceased releasing the expanded heated gas making an abrasive collar at the entry,circular in shape with blackish burnt well defined inverted margins measuring half inch in diametre”.

The report says that “this is an injury caused by an Intermediate Range Rifled Weapon,typically showing a clean cut,circular hole with inverted edges”. This,experts said,means a bullet or a rubber bullet fired from a rifle,and not a smoke shell. The report has not identified the “rifled weapon”.

On the possibility of Mattoo having been hit by a tear smoke shell,the report says: “The entrance wound was compared with a live tear smoke shell provided by the SSP,Srinagar on request and it was found by all possibilities like examining the shape,size of the shell etc. that this type of shell is well capable to cause the injury similar to one present on deceased’s head.”

Sources said that a report submitted by the police’s intelligence wing to the J&K government has identified a Deputy Superintendent of Police who ordered his PSO to open fire while chasing the stone-throwers.
