When HRD Minister Arjun Singh recently called the first IIT Council meet in his term to belatedly have the constitutional body ratify all decisions he had taken on its behalf,everyone present knew it was done only because of the fear of getting entangled in legal complications. Whatever doubts the council members had were also cleared by the minister at the meeting. Without wasting time on any preface,Singh is said to have opened the meeting saying that “if a council has not met for four years,that means there is no need for such a council”.
