IAS officer Ashok Khemka has alleged that two senior officers who facilitated the Vadra-DLF land deals were appointed members of the three-member inquiry committee set up by the state government to look into the same deal. The committee eventually gave a clean chit to the land deals.
According to Khemka,these officers also stalled him when he sought relevant details of the land deal.
This has been elaborated by Khemka in his reply sent to the committee. The officers in question are two Additional Chief Secretary-rank officers,Krishna Mohan and K K Jalan,who are also in the inquiry committee.
Krishna Mohan was Financial Commissioner,Revenue and K K Jalan,Principal Secretary to the government in the Department of Town and Country Planning (DTCP) and Urban Estates …when the licence of Sky Light Hospitality was wrongly renewed …on January 18,2011. These two officers could not be expected to be objective or fair and ascertain true facts and submit true and complete findings on the land scams in Haryana, Khemka pointed out in his report. By misusing the powers conferred . upon the Director,Consolidation of Land Holdings,hundreds of crores of panchayat lands were transferred to newly created realtor companies under the garb of consolidating fragmented land holdings. I was not allowed by the Revenue department to apprise the Punjab and Haryana High Court in one such case on… misusing consolidation proceedings, Khemka said in his report. The same case pertains to involvement of two senior Haryana cadre IAS officers who came under the scanner for their questionable role.
However,Krishna Mohan did not approve registration of criminal case, as recommended by Khemka,against the two erring IAS officers and the realtor companies because of the involvement of high and mighty, Khemka mentioned in his report.
Elaborating on Jalans alleged role,Khemka said,During the tenure of K K Jalan as Principal Secretary of DTCP and Urban Estates,the commercial colony licence of Sky Light Hospitality,Vadras company,was wrongly renewed on January 18,2011 for 2.701 acres of land in Shikhopur. Jalan did not take any action on the wrong grant of commercial colony licence.
