‘Grave indiscipline’: Officials missing from review meet,Azam loses cool

But officers in question belong to IAS cadre and only the CM can take action against them.

Finding senior officials missing from a review meeting of his department,Minister of Urban Development Azam Khan lost his cool and severely reprimanded a PCS officer on Monday. He termed the absence of senior officers,who had gone to attend a meeting called by Chief Secretary Jawed Usmani,as an act of grave indiscipline,but said he was “helpless” and could not take action against them.

The officers in question — Principal Secretary Praveer Kumar Singh and Secretary Sunita Chaturvedi — belong to the IAS cadre and only the CM can take action against IAS officers.

The incident occurred at Tilak Hall where a review meeting of the department was scheduled at 11 am. When Azam arrived,he found both Singh and Chaturvedi had not arrived. He enquired about their whereabouts and was told that both had left their office for the meeting. When the officials did not arrive for some time,Special Secretary Vishnu Swaroop informed Azam that both officials had gone to attend a meeting called by the chief secretary.

An already unhappy Azam flew into a rage and reprimanded Swaroop,a 1979-batch PCS officer: “Aap chup rahiye,bakwas mat kariye (You keep quiet! Don’t talk nonsense).”

The urban development department’s meeting was scheduled and officials from across the state were present when Usmani apparently called the two officers suddenly for a discussion on a proposed dairy plant on Sultanpur Road. They reportedly went to the chief secretary’s office without informing the minister.

Finding the officers missing,Azam cancelled the meeting and left the hall. “When even the secretary is not present,there is no point in holding the meeting,” he said,adding that the officials of his department were indisciplined.
