Apart from Harkat-ul-Jehad-i-Islami,Hizbul Mujahideen also appears to be involved in the bomb blast outside the Delhi High Court, which killed 15 people and injured 80 on September 7. This is what came out of the nearly three-hour-long questioning of a jailed Hizbul Mujahideen (HM) operative by a senior NIA official in the high-security Kot Balwal prison recently.

The HM operative,Azhar Ali of Paddar in Kishtwar, has been in jail since last year on charges of motivating local youth to join militant ranks and also providing pre-paid mobile SIM cards on fake documents to militants and their overground workers (OGWs).

Azhar’s name, sources said, figured in the case after the NIA found that a mobile SIM card,on which an international call was received in Kishtwar soon after the blast, had been issued on fake identity.

The NIA official quizzed him not only about HuJI and HM,but also about the issuance of SIM cards on fake identities in the district. Azhar, who was working as a field distributor for Skyline Communications — a private dealer distributing Airtel SIM cards in Kishtwar — is believed to be behind the issuance of a large number of pre-paid mobile SIM cards to militants and their sympathisers on fake identities in the hilly district.

He revealed much more than the mere issuance of SIM cards, sources said, adding that it appeared from their conversation that different militant outfits, including HuJI and HM,had joined hands to trigger the blast outside the Delhi High Court.

The investigations conducted so far, including questioning of various suspects, have indicated the involvement of more than one militant outfit in the matter. Going by the police claims about HuJI having been wiped out in the district and HM militants desperately looking for fresh recruits in view of the elimination of many of their ranks including top commanders in the past, sources said these two outfits appeared to have joined hands to trigger the blast.

For the purpose, sources said, while material for the blast appears to have been provided by HM in view of its expertise in fabrication of such explosive devices,it was taken out to the site by HuJI which also sent an e-mail soon after the blast. Later,IM too sent an e-mail claiming responsibility for the blast.

Sources who had been associated with initial investigations in the matter said different outfits appear to have formulated a joint plan only to confuse the investigating agencies. This was also evident from the apprehension of two teenagers — Aamir Abbas and Abid Hussain from Kishtwar. Of them, only Abid knew the handling of computers and he had sent the mail to media houses in Delhi after the blast.

Aamir, who had provided him the written transcript, according to his parents, was not good in English language. This was the only reason that he was enrolled at Kishtwar study centre of the Moulana Azad University for undergoing part-I graduation course in Urdu language, they pointed out.
