The Chief Technical Officer CTEO,who is preparing the inspection report for the Chief Vigilance Commissioner CVC,has said that at least four flyovers constructed in the Capital are not safe for use as they are made of substandard cement.
According to the report,the deficiencies have been taken up with the respective departments for finding remedies and fixing responsibility wherever called for. The agency has also posted its findings on its website.
All 12 samples of concrete picked up from the Ghazipur flyover for the chief technical officers team have reportedly failed to meet the prescribed standards. The CTEO report also stated that the number of engineers deployed by the construction agency for the purpose was far less than required.
The same held true for the Naraina flyover,which was delayed by at least two years. All samples of concrete core picked by the CTEO failed to meet prescribed standards.
The report said that in the case of the Rajaram Kohli grade separator project,the third party inspection agency was appointed only in February 2008. It also stated that the work was awarded at a higher rate. All the concrete samples acquired from the grade separator constructed at a budget of Rs 214 crore were also found to be substandard.
In the case of the Barapullah flyover,one of the components in the concrete samples failed to meet the strength criteria.
The CTEO also came down heavily on the streetlight upgradation project that the Delhi government had undertaken. Besides alleging that the tendering process was restrictive,the report stated that the work was awarded to an ineligible agency,and many of the fittings were found to be substandard.
Speaking on the issue,Chief Secretary P K Tripathi said,We have not received the report yet. Our engineers had earlier replied to questions raised by the CTEO. If problems still exist,we will fix the responsibility.
Even the quality of cement used for renovating Shivaji Stadium which was not completed on time for the Games was not up to the mark,the report said.
The CTEO has inspected at least 26 projects related to the CWG. The projects that have been inspected constitute five Delhi government,four MCD,three NDMC,five OC,three CPWD,two DDA and two ITDC projects.
