The Union Cabinet on Thursday cleared three Bills Universities of Innovation Bill,Copyright (Amendment ) Bill and National Accreditation Regulatory Authority for Higher Educational Institutions Bill,2012.
The National Accreditation Regulatory Authority for Higher Educational Institutions Bill seeks to provide mandatory assessment of human and physical infrastructure of higher educational institutions before they commence academic operations,besides accreditation of academic quality of their programmes after completion of six years of existence by independent accreditation agencies. It also seeks to establish a statutory authority for registering and licencing the accreditation agencies and regulating the process of accreditation.
The amendments to the Copyright Act,1958 aim to accord unassignable rights to creative artistes like lyricists,playback singers,music directors,film directors,dialogue writers among others who will be paid royalty every time the movie they have worked for,is aired on any television channel.
The Universities for Research and Innovation Bill,2012 aiming to set up world-class institutes focussed on high-quality research will also allow existing varsities to conditionally upgrade to Innovation University status. These can be fully public-funded,fully private-funded or in the PPP mode. The earlier target of setting up 14 such varsities has been dropped on grounds of non-feasibility and the argument that even a few of them will help serve the purpose of fostering a research ecosystem as aimed.
