Despite a formal announcement from the government that Prime Minister Manmohan Singh would attend the climate change summit,his visit was repeatedly made a matter of intense speculation till the time his plane took off from New Delhi. Environment Minister Jairam Ramesh’s statement midway through the conference that the Prime Minister was coming to Copenhagen,not to negotiate,but only to attend the meeting of heads of states,was deliberately interpreted to mean that his visit was not on. Ramesh,in fact,received calls from New Delhi on whether he said that,and he actually drafted a clarification that the PMO issued to deny such rumours. However,the minor incident at the New Delhi airport,which delayed Manmohan Singh’s departure to Copenhagen on December 17,was used to spread the same rumour again. Clearly,a few vested interests were playing their own little games while the big conference was on.
