The National Human Rights Commission (NHRC) on Wednesday “strongly” recommended to the government to allow close relatives of Khalistani terrorist Devinder Pal Singh Bhullar, who is on death row,to meet him.

The NHRC recommendation came after a delegation and Bhullar’s wife Navneet Kaur met Chairperson Justice K G Balakrishnan (retd) and other members on the issue of his execution.

“The Commission has strongly recommended that the close relatives of the prisoner be given an opportunity to meet him. The Commission’s recommendations have been sent to the Union Home Ministry,” a statement said.

The NHRC recommendation comes against the backdrop of revelations that Parliament attack case convict Afzal Guru was executed without his family members being given any opportunity to meet him for one last time.

Last week, the President had rejected the mercy petition filed by Bhullar. The terrorist, who had been awarded death sentence for his involvement in the 1993 bomb blast outside Youth Congress office here,is presently under treatment for depression at IBHAAS here.

Sources in NHRC said leaders of Shiromani Akali Dal along with Bhullar’s wife had sought an appointment with the Chairperson, who later decided that the Full Commission would meet the delegation.
