‘Ayodhya’ letter: UP shifts Principal Secretary home

The move comes after 2 other officials were suspended in connection to the controversial letter.

The Uttar Pradesh government on Tuesday removed R M Srivastava from the post of Principal Secretary (Home),days after two other officials of the Home department were suspended in connection with a controversial letter about convening a meeting of administration and police officers “to discuss the construction of a temple at Ramjanmabhoomi” in Ayodhya.

Srivastava, who was posted as Principal Secretary (Home),soon after the Samajwadi Party came to power in March,2012,has been replaced by 1979-batch officer Anil Kumar Gupta, who was posted as member of the Board of Revenue.

While, there was no official statement from the government about the transfer, the website of Appointments department showed that Srivastava has been appointed as Principal Secretary of Institutional Finance department.

According to the website,Gupta has also been made the Principal Secretary for Prisons and Vigilance department. Srivastava was the principal secretary of both the departments.

Sivastava’s transfer is presumed to be a fallout of the controversy, which had erupted over the communiqué issued by then Secretary (Home) Sarvesh Chandra Mishra on October 8 to senior police and administration officers for a meeting on October 14. The letter’s subject was mentioned as: “Regarding the construction of temple at Ramjanmabhoomi like the reconstruction of Somnath temple, with the enacting of a parliamentary law by Government of India.”

On Saturday,Srivastava had said the meeting notice had “mistakenly” carried the intelligence input collected about the Vishwa Hindu Parishad’s Sankalp Diwas agenda,as subject. He said the meeting was meant to discuss the law and order situation over the programmes proposed by the VHP as part of its Sankalp Diwas.

Meanwhile, the latest posting for Gupta, once considered a powerful bureaucrat in the SP government,is being considered as an indication of the IAS officer again finding favour with the government.

Gupta was appointed as the Industrial Development Commissioner (IDC) soon after the formation of Akhilesh Yadav government in March,2012. However,he was removed in January,2013,from the post of the IDC and sent to the Board of Revenue,an assignment regarded as punishment posting.
