Ahead of key Assembly polls end of this year and Lok Sabha elections due next year,the government has included two programmes Rajiv Gandhi Panchayat Sashaktikaran Abhiyan and Backward Regions Grant Fund as flagship schemes.
The Planning Commission cleared RGPSA and BRGF,both of which fall under the Ministry of Panchayati Raj,as flagship schemes on Monday.
The RGPSA,cleared by the Cabinet as a policy in March,aims at enhancing capacities and effectiveness of panchayats and gram sabhas and is a Centrally-sponsored scheme.
It attempts to encourage devolution of powers to panchayats by linking 20 per cent scheme funds to states performance on criteria related to devolution and accountability. Its total cost for the 12th plan period is Rs 14,600 crore.
The BRGF is designed to address regional imbalances in development,with the fund providing financial resources for supplementing and converging existing developmental inflows into 250 identified districts.
