Five years after a senior HRD Ministry official then Additional Secretary Sunil Kumar who is now Chief Secretary of Chhattisgarh complained about an alleged attempt by some Law Ministry officials,including legislative department Joint Secretary P B Singh,to scuttle an official probe,an inquiry has been ordered into the issue.
The probe pertained to allegations that Singhs wife got a government job in the Kendriya Vidyalaya Sangathan (KVS) on the basis of a fake ST certificate.
Earlier,the Union HRD Ministry wrote to the Law Ministry asking about the status of the probe and action taken on the complaint. Following this,the Law Ministry finally ordered an internal inquiry against Singh for allegedly approaching a senior officer of the HRD Ministry to scuttle the probe. His wife was posted as history teacher in a school in Delhi.
…a joint secretary in the legislative department,who is entrusted with the work related to the HRD Ministry,sought my intervention in an inquiry on the fake ST certificate of his wife…on more than two occasions,he wanted the matter to be closed…it has been conveyed to me by my colleagues in the higher education bureau of the ministry that key files related to their subjects were being delayed in the Law Ministry, Kumar wrote to the legislative department of Law Ministry in June 2007.
However,the ministry sat on the complaint for three years and decided to withdraw all HRD Ministry-related work from Singh in December 2010. After the HRD Ministry made inquiries about the status of the complaint,the Law Ministry said a probe had been initiated against the joint secretary.
The move came against the backdrop of another wing of the ministry opining that submission of a fake certificate to get a government job was a criminal offence.
