Chinese killer of NRI not competent to stand trial: US court

The court will decide on November 29 whether Wang is able to stand trial.

A US judge has ruled that Lishan Wang,the Chinese doctor who killed Indian-American Yale physician Vajinder Toor,is not competent to stand trial and should first receive mental health treatment.

New Haven Superior Court Judge Roland Fasano said Wang is neither able to understand the judicial proceedings against him nor is he able to assist in his defence.

Wang has been ordered to undergo psychiatric evaluation for 60 days in the custody of the Commissioner of Mental Health and Addiction Services.

The court will decide on November 29 whether Wang is able to stand trial.

The ruling applies only to Wang’s mental state following his arrest and has no bearing on his mental state when he allegedly committed the crime in April this year.

“There is a substantial probability that the defendant,if provided with a course of treatment,will regain competency,” Fasano said,adding that he does not rule out a trial for Wang.

Yale-affiliated psychologist Keith Shebairo evaluated Wang twice in the past two months. His findings prompted Fasano’s ruling,the Yale Daily News reported.

Wang shot and killed Toor,34,a Yale post-doctoral fellow outside his Connecticut home.

Police took Wang into custody and found three handguns and two ammunition magazines in his vehicle. They also found a picture of Toor,with whom Wang had worked at the Kingsbrook Jewish Medical Center in Brooklyn until 2008.

Wang had filed a lawsuit against Kingsbrook in which he accused Toor and the hospital of discriminating against him because he is Chinese.
