Bihar, West Bengal and two other states have come under the Election Commission’s scanner ‘as problem cases’, according to Special Election Observer (SEO) Afzal Amanullah who arrived here on Monday.

Amanullah, who would meet party representatives tomorrow, said that ‘‘the Election Commission thought it proper to depute a special observer in the context of various complaints from political parties’’.

Flanked by state Chief Election Officer Basudeb Bandopadhyaya, he said: ‘‘We’re not bothered here who wins or who loses, that’s the people’s job to decide, we have to see that the EC’s directives are properly implemented.’’ The Special Election Observer said: ‘‘The Opposition’s fears and apprehensions would be taken care of in this election.’’ He said that ‘‘there would be a qualitative change in the conduct of elections this time’’.
