The Winter session of Parliament concluded on Friday, with the Lok Sabha recording 111% productivity and the Rajya Sabha seeing 121% productivity.
The Winter Session saw the passage of the contentious Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025 (VB-G RAM G), which seeks to repeal MGNREGA. The session also saw two politically-charged debates on the national song Vande Mataram and election reforms.
Before adjourning the Lok Sabha Friday morning, Speaker Om Birla thanked the members. “During this session, we did 15 sittings. With your help, the productivity during the session was 111%. All members helped run the House till late night and I thank them for it,” said Birla, requesting the members to stand for the national song Vande Mataram.
Rajya Sabha Chairman and Vice-President C P Radhakrishnan adjourned the House shortly after it resumed at
11 am Friday. Prior to its adjournment, statements and reports were laid on the table of the House.
The Chairman strongly disapproved of disruptions by Opposition members during the passage of VB-G RAM G Bill Thursday night, terming their conduct “unbecoming of Members of Parliament”.
“The conduct of members during the Minister’s reply yesterday (during the debate on VB-G RAM G Bill), which included protesting and
tearing of papers, was unbecoming of the House… I earnestly hope that Hon’ble Members would introspect and not repeat such unruly behaviour in future,” he said.
Other than that, the 269th Session of Rajya Sabha was “highly productive”, registering 121% productivity with sittings spanning about 92 hours, he said, expressing hope that members will have more fruitful discussions in the coming sessions.
Recalling his first address to the House at the beginning of the Session, he said: “I had urged you all to use every parliamentary device, such as Questions, Special Mentions, Zero Hour Submissions… The Session witnessed an unprecedented number of Zero Hour Notices, with an average of over 84 notices received per day — nearly a 31% increase as compared to the preceding two sessions.”
He thanked Prime Minister Narendra Modi, Leader of the House J P Nadda, and Leader of Opposition Mallikarjun Kharge for their felicitations.
