The complainant is of foreign origin and has been living in India for almost a decade.

A woman on Monday recorded a statement with the police, accusing an Army colonel posted in Kanpur’s Central Ordnance Depot (COD) of sexual assault. She has said the incident occurred last week in the depot’s officer’s mess.

The complainant is married to the accused’s childhood friend. She said the accused, who had made advances at her in the past, had invited her and her husband to dinner to celebrate his promotion. She has alleged that after they arrived in Kanpur from Lucknow late on Thursday night, they were served drinks laced with sedatives. The complainant said that after her husband fell unconscious, the accused sexually assaulted her while she was heavily intoxicated.

The couple tried to get an FIR registered in Lucknow but were told they would have to get it filed at the police station of the area where the crime occurred.

“The FIR was registered Saturday night and the same day, an external medical examination was conducted. The doctors asked the woman to come the next day for an internal medical examination, but the couple left for their residence in Lucknow. Her statement under Section 161 CrPC could not be recorded on Saturday as it was late at night and their baby started crying. They reached Kanpur on Monday after which the statement was recorded. We are sending the woman for internal examination and are giving an application in court for her statement to be recorded under Section 164 of CrPC before a magistrate,” said Kanpur SP (East) Rajkumar Agarwal. The SP added, “When the couple came to us on Saturday, we first informed the senior officers in the Army and the COD and then registered the case after forwarding the information to our seniors in the police department.”

The officer said prima facie examination established that there were some injuries on the woman’s body. The police have formed two teams to trace the colonel, who is absconding.

The complainant is of foreign origin and has been living in India for almost a decade.
