GUESTHOUSES ALL OVER: A community hall was built in Gandoh with the local area development funds of Rajya Sabha MP Ghulam Nabi Azad in 2011-12. A third-party audit whose report has been accessed by The Indian Express found it being used as a forest guesthouse. A community hall each in Changa and Balesa, a dak bungalow in Changa and the residential accommodation on its first floor, and four other works constructed for various purposes were found being used as guesthouses for the road and building department. One community hall in Malanoo was being used as a government guesthouse, and yet another in Bhaderwah as a municipal guesthouse. Hostels built in Bhaderwah Degree College were found being used as classrooms, the report says.
DETAILS WANTED: The district authority’s office has not displayed the necessary details of completed and ongoing works. An MPLAD facilitation centre is yet to be built. In many cases the date of start of work was not on record. In some cases, “work-specific technical details were not available in the estimates. These are to be found either from measurement books or from lengthy G-schedules. This created a problem of checking the exact dimensions of the work. Some of the implementing agencies prepared estimates in a very casual and non-technical manner even though trained engineers are available to them.”
AND RECORDS: For these, work estimates and files/records were not found – a dak bungalow in Thathri, purchase of an ambulance for SDH Gandoh, a school building at Halaran, a pucca path in Balgran and a community hall at Kahara.
OF NO USE: Of 59 sample works, more than one-fourth, costing Rs. 2.78 crore, were found not useful to the area/locality, the report says.
