The Winter Session of Parliament began today amid escalating tensions, with the Opposition united in demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls, recent blast in Delhi in the context of national security, air pollution, foreign policy, among other things. The Opposition leaders have also threatened to stall proceedings if the government refuses to schedule the debate. While the government has sought cooperation for a smooth session, it has so far only proposed an alternative discussion on Vande Mataram, saying it will get back on the SIR issue. Lok Sabha adjourned for the day amid slogans of opposition MPs on Monday.
All-party meet highlights: Talks between the both sides at Sunday’s all-party meeting and subsequent Business Advisory Committee (BAC) meetings failed to break the deadlock. With the Opposition demanding debates on SIR, the recent Delhi blast and national security, air pollution, and foreign policy, some of their MPs also signalled they would not allow the House to function if the SIR debate is denied. The government maintains that since SIR is an Election Commission-led exercise, it cannot take primary responsibility, though it has suggested widening the discussion to broader electoral reforms.
Bills to be tabled: The government is set for a strong legislative push, listing 14 Bills for introduction or consideration. Key among them are the Atomic Energy Bill, 2025, allowing private participation in the nuclear sector, and the Higher Education Commission of India Bill, 2025, aimed at overhauling regulation in higher education. Other major Bills include amendments to the Insolvency and Bankruptcy Code, Jan Vishwas Act, National Highways Act, and GST law in Manipur. Opposition parties, meanwhile, allege the Centre is rushing a short session to bury parliamentary traditions.
Opposition members walked out of the Rajya Sabha on Monday after their request for a discussion on the SIR issue was turned down. Leaders accused the government of avoiding accountability by refusing to take up the matter despite repeated demands.
Parliamentary Affairs Minister Kiren Rijiju informed the Rajya Sabha on Monday that the government has not rejected the Opposition’s demand for a discussion on the SIR issue. " Opposition demand for discussion on SIR is under govt's consideration. It is not rejected" states Rijiju.
Congress president Mallikarjun Kharge urged in the Upper House to address the issue immediately, warning of growing discontent. He said the SIR matter should be taken up first,otherwise all have to protest against it. if you try divide us, we'll be more strong".
Trinamool Congress Rajya Sabha member Derek O'Brien on Monday urged Chairman C P Radhakrishnan to hold a debate on the electoral roll revision exercise, stressing that he is the custodian of the Council of States.
As the Upper House welcomed Radhakrishnan on his first day of conducting the House proceedings, O'Brien wished good health to the chairman and his family, and also urged him to "keep federalism healthy".
"There are people from different states who all bring their stories here, who want to express themselves here... You are the custodian of the Council of States. I am absolutely sure you will help us raise our voices in this Council of States..." he said, as he also mentioned the issue of pending MGNREGS funds for West Bengal. (PTI)
Lok Sabha adjourned for the day amid slogans from Opposition MPs on Monday. Speaker Om Birla made multiple appeals to the members to not raise slogans but as Opposition members continued raising slogans, Birla adjourned the House.
TMC MP Abhishek Banerjee hit back at Prime Minister Narendra Modi's charge that the opposition was turning Parliament into a stage for "drama", asserting that demanding accountability on the Special Intensive Revision (SIR) exercise and other governance issues cannot be dismissed as theatrics. Banerjee's remarks came hours after the Prime Minister, speaking to reporters outside Parliament ahead of the winter session, said the House was "not a place for drama but for delivery", describing the opposition's conduct as a "warm-up arena" for elections and even offering to give them "tips to bring positivity in politics".
Responding sharply, Banerjee said the opposition had only sought a formal debate on the SIR exercise, which he claimed had already led to "around 40 deaths, including BLOs", because of alleged procedural lapses.

The governmen thas listed 14 Bills for introduction or consideration. Key among them are the Atomic Energy Bill, 2025, allowing private participation in the nuclear sector, and the Higher Education Commission of India Bill, 2025. Othe major bills include Bankruptcy Code, Jan Vishwas Act, National Highways Act, and GST law in Manipur.
Since the Narendra Modi-led government came to power in 2014, just three of the total 35 Sessions have been shorter than the planned 15-day Winter Session this year. Incidentally, all three were Winter Sessions, including the 13-day sessions of 2017 and 2022, and the 14-day Session of 2023 that saw mass suspensions of Opposition MPs.
Opposition parties to meet on Monday morning to fine-tune their floor strategy. Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, has convened a meeting of Opposition floor leaders, but it is to be seen whether parties such as the Aam Aadmi Party (AAP), which is not part of the INDIA bloc, and the Trinamool Congress (TMC) attend the meeting
The Opposition on Sunday indicated it was open to discussing SIR as part of a broader debate on electoral reforms, even as the government sought the cooperation of Opposition leaders for a smooth functioning of Parliament. It is learnt that the government told the Opposition that it would get back to them on the SIR issue, even as it proposed a discussion on Vande Mataram. The negotiations between the two sides first took place at an all-party meeting and then during the meetings of the Business Advisory Committee (BAC) of the Rajya Sabha and the Lok Sabha.
