
Parliament Winter Session highlights: Rajya Sabha Chairman Venkaiah Naidu Tuesday said he had asked the Rajya Sabha secretariat to revisit the new uniform of marshals. While the uniform change in the Upper House — said to be the first in five decades — was apparently because the marshals wanted a modern look, the new uniform caused outrage because of its resemblance to that of Army personnel.
Rajya Sabha Chairman Naidu also refused to allow suspension of business under rule 267 moved by CPI MP Binoy Viswan over the JNU issue. In the Lok Sabha, the Congress gave an adjournment motion notice over ‘withdrawal of Special Protection Group (SPG) cover to Sonia Gandhi and Rahul Gandhi’ by the Centre, news agency ANI reported.
The winter session of Parliament began on a stormy note Monday, with the Opposition targeting the government over the detention of National Conference leader and Lok Sabha MP Farooq Abdullah, calling it illegal and demanding that he be allowed to attend House proceedings.
Lower House of the Parliament adjourned till 11 am tomorrow.
Union Minister of State for Home G Kishan Reddy said in Lok Sabha that security forces had arrested 765 people in Jammu and Kashmir for alleged involvement in stone-pelting since the abrogation of Article 370.
Reddy said a large number of troublemakers, instigators and mob mobilisers were identified and preventive measures taken against them, including detention under the stringent Public Safety Act (PSA).
"Investigation has revealed that various separatist organisations and activists, which are part of the Hurriyat, have been behind the incidents of stone-pelting in Kashmir valley. The NIA has chargesheeted 18 persons in terror-funding cases so far," he said. (PTI)

Reddy also said there was a decline in stone-pelting incidents since August 5, when Article 370 was abrogated. He said a large number of troublemakers, instigators and mob mobilisers had been identified and various preventive measures taken against them, including detention under the stringent Public Safety Act (PSA).

As many as 950 incidents of ceasefire violation by Pakistan have been reported along the Line of Control (LoC) in Jammu and Kashmir since the abrogation of Article 370 in August, the Lok Sabha was informed on Tuesday. Union Minister of State for Home G Kishan Reddy said terrorism emanating from territories under Pakistan's control remains a core concern in bilateral relations.
Reddy said immediate and effective retaliation is undertaken by the security forces in cases of ceasefire violations and all such incidents are taken up with Pakistan at appropriate levels through established mechanisms and flag meetings. (PTI)
Union minister Harsh Vardhan moves The Surrogacy (Regulation) Bill, 2019 in Rajya Sabha. The Bill prohibits commercial surrogacy. It permits surrogacy in five scenarios: (i) for intending couples who suffer from proven infertility; (ii) altruistic; (iii) not for commercial purposes; (iv) not for producing children for sale, prostitution or other forms of exploitation; and (v) for any condition or disease specified through regulations.
The intending couple should have a ‘certificate of essentiality’ and a ‘certificate of eligibility’ issued by the appropriate authority. The surrogate mother has to be: (i) a close relative of the intending couple; (ii) a married woman having a child of her own; (iii) 25 to 35 years old; (iv) a surrogate only once in her lifetime; and (v) possess a certificate of medical and psychological fitness for surrogacy. Further, the surrogate mother cannot provide her own gametes for surrogacy.

The Bill amends the Jallianwala Bagh National Memorial Act, 1951, which provides for the erection of a National Memorial in memory of those killed or wounded in the Jallianwala Bagh massacre, and a Trust to manage the National Memorial.
The Bill seeks to remove the president of the Indian National Congress as a Trustee. Further, it clarifies that when there is no Leader of Opposition in Lok Sabha, then the leader of the single largest Opposition party will be the Trustee. The Bill also allows the Centre to terminate the term of a nominated trustee — among the three the Act provided for — before the expiry of their term without giving any reason.
