AMID DEMANDS by the Opposition for a discussion on the row surrounding the Adani Group, Vice President and Rajya Sabha Chairman Jagdeep Dhankhar on Friday said Parliament is the “North Star” of democracy and everyone is required to work in accordance with rules.
Incidentally, Chief Justice of India D Y Chandrachud had some days ago called the basic structure doctrine a “North Star” that gives “certain direction to the interpreters and implementers of the Constitution when the path ahead is convoluted”.
“Parliament is the essence of democracy. Parliament is the North Star of democracy. It is a place of discussion and deliberation
to realise the aspirations and dreams of the people and not a place of disturbance. We are required to work in accordance with rules,” Dhankhar said while rejecting the notices by Opposition members seeking suspension of all business to discuss the Adani affair.
Justice Chandrachud’s comments had come just days after Dhankhar had questioned the“basic structure” doctrine – as laid down by the Supreme Court in the 1973 Kesavananda Bharati case.
Presiding over Rajya Sabha during Winter Session of Parliament, Dhankhar had also called the striking down of the NJAC Act by the Supreme Court a “severe compromise” of parliamentary sovereignty and disregard of the “mandate of the people”. He had also said that Parliament, being the custodian of the “ordainment of the people”, was duty-bound to “address the issue” and expressed confidence that “it will do so”.
