Parliament Monsoon Session News Highlights: The Congress accused the government of running away from a discussion on issues of price-rise and hike in GST rates, while senior ministers hit back and asked the Opposition to follow norms, as presiding officers of both Houses have expressed readiness to hold a discussion.

Parliament Monsoon Session 2022 Highlights: The proceedings in both the Houses of Parliament have been adjourned for the day. Lok Sabha proceedings were adjourned following a request from the government that the Indian Antarctic Bill, 2022 be taken up for consideration when Opposition members are also present in the House. Several Opposition members were not present in the House with many of them protesting outside over Congress president Sonia Gandhi’s questioning by the Enforcement Directorate in the National Herald money laundering case. After the House reassembled at 2:15 pm following a routine adjournment, the chair, Bhartruhari Mahtab, took the sense of the House noting that the presence of Opposition was negligible, and adjourned the proceedings for the day.

Congress MPs in the Lok Sabha Thursday protested the questioning of Sonia Gandhi by the Enforcement Directorate (ED) in connection with a money laundering investigation the agency is carrying out into the affairs of the National Herald newspaper. In response, Parliamentary Affairs Minister Prahlad Joshi said, “Law is equal for everyone…is she a super human being?”

On Wednesday, the Congress accused the government of running away from a discussion on issues of price-rise and hike in GST rates, while senior ministers hit back and asked the Opposition to follow norms, as presiding officers of both Houses have expressed readiness to hold a discussion. The lower House was adjourned twice, before the Chair adjourned it for the day just after 4 pm, while Rajya Sabha proceeding washed out completely. Union ministers Piyush Goyal, Pralhad Joshi and Smriti Irani slammed the Opposition, particularly the Congress, and said the party has a “destructive” attitude towards democracy.

Over 75 lakh registrations made under Aatmanirbhar Bharat Rojgar Yojana: Minister Rameswar Teli

As many as 75.11 lakh persons were enrolled under the Aatmanirbhar Bharat Rojgar Yojana (ABRY), Minister Rameswar Teli informed the Rajya Sabha on Thursday.

The scheme was launched on October 1, 2020, to incentivise employers to create new employment and restoration of loss of employment during the COVID-19 pandemic.

To increase the coverage of the scheme, the last date of registration was increased for nine months from June 30, 2021, to March 31, 2022, the Minister of State for Labour and Employment Teli said in a written reply to the Upper House.

"Total registration under the scheme is 75.11 lakh. As of July 13, 2022, benefits have been provided to 59.54 lakh beneficiaries through 1.50 lakh establishments in the country," he said. (PTI)

Oppn wants Parliament to function but first debate must be on price rise, GST on daily use items: Cong

Amid the logjam in Parliament, the Congress on Thursday said the Opposition wants Lok Sabha and Rajya Sabha to function but its only demand is that the first debate this session should be on price rise and levying of GST on certain food items of daily use.

Rajya Sabha and Lok Sabha have failed to transact any significant business so far since the Monsoon Session began on July 18 with the Opposition seeking this debate.

At a press conference at the AICC headquarters here, Congress general secretary Jairam Ramesh said from the Opposition parties' side there is only one demand that immediately there should be a debate on price rise and "GST hike on (certain) food items". (PTI)

More than 13 lakh vehicles recalled in FY22 due to safety issues

Vehicle recalls in India rose to a three-year high in 2021-22, with more than 13 lakh two-wheelers and passenger cars recalled over safety issues, Parliament was informed on Thursday.

In a written reply to the Lok Sabha, Minister of Road Transport and Highways Nitin Gadkari cited data maintained by the Society of Indian Automobile Manufacturers (SIAM) and said 8,64,557 two- wheelers and 4,67,311 passenger cars were recalled in 2021-22 in the country due to safety defects.

He informed the House that 1,60,025 two-wheelers and 25,142 passenger cars were recalled till July 15 of current financial year. While more than 3.39 lakh vehicles (two-wheelers and passenger cars) were recalled in 2020-21, the number of vehicles recalled in 2019-20 stood at 2.14 lakh, he said. (PTI)

No proposal to increase retirement age of SC, HC judges: Govt in RS

There is no proposal to increase the retirement age of Supreme Court and high court judges, the government informed Rajya Sabha on Thursday.

While Supreme Court judges retire at the age of 65 years, judges of the 25 high courts retire at 62 years.

The Constitution (114th Amendment) Bill was introduced in 2010 to increase the retirement age of high court judges to 65 years. However, it was not taken up for consideration in Parliament and lapsed with the dissolution of the 15th Lok Sabha, he said. (PTI)

61 lakh 'pucca' houses made under Pradhan Mantri Awas Yojana: Puri to LS

A total of 61 lakh all-weather 'pucca' houses, out of 1.22 crore houses, have been constructed or delivered to beneficiaries under the Pradhan Mantri Awas Yojana-Urban's (PMAY-U) 'Housing for All' mission, Union Housing and Urban Affairs Minister Hardeep Singh Puri said on Thursday.

Under PMAY-U, central assistance has been provided to states and Union Territories (UTs) since June 25, 2015 for giving all-weather pucca houses to eligible urban beneficiaries, including homeless people. Puri, said in Lok Sabha, that based on the project proposals submitted by states/UTs, a total of 1.22 crore houses have been sanctioned during the mission period, that is, till 31 March 2022, and completion of the projects generally takes 12-36 months in different verticals of the scheme. Rajya Sabha proceedings adjourned twice in pre-lunch period

Rajya Sabha proceedings on Thursday were adjourned twice during the pre-lunch period after opposition members created uproar over issues of price rise and Goods and Services Tax (GST) hike on daily essentials. While the House was first adjourned for about an hour soon after it met for the day, it was again adjourned briefly for 10 minutes during the Question Hour as opposition members continued to create uproar.

The opposition parties led by the Congress tried to raise the issues of price rise and levy of GST on daily essentials. Opposition party MPs carried placards with slogans against price rise and GST, and with prices of essential goods before and after the Modi government came to power. (PTI)

Congress MP KC Venugopal gives suspension of business notice in RS on 'misuse of central agencies'

Congress MP KC Venugopal Thursday gave suspension of business notice in Rajya Sabha on the issue of "misuse of central agencies in the country including ED, CBI and Income-Tax department to target and harass prominent leaders of a number of political parties by the ruling party."

While incidents of Naxal violence in the country have dropped by 77 per cent between 2009 and 2021, deaths of security force personnel due to Maoist violence have more than doubled in Chhattisgarh in the past three years, the Union government told Lok Sabha on Wednesday. According to the data provided by the Ministry of Home Affairs (MHA) in Lok Sabha during Question Hour, Left Wing Extremism (LWE) violence has decreased from 2,258 in 2009 to 509 in 2021.

“Similarly, the resultant deaths (civilians + security forces) have reduced by 85 per cent from all-time high of 1,005 in 2010 to 147 in 2021,” Union Minister of State for Home Affairs Nityanand Rai said in a written reply to a question. However, state-wise and year-wise data provided by Rai on deaths of security personnel between 2019 and June 2022 shows that the LWE problem continues to rage in Chhattisgarh even as it appears to be petering out in other states.

Hemant Tukaram Godse is the Lok Sabha Member of Parliament (MP) representing Nashik, Maharashtra. When the voters of Nashik first sent him to Parliament in 2014, he found himself in a peculiar position. His surname was considered unparliamentary. Parliamentary rules specify that presiding officers can delete words from the day’s proceedings that they consider defamatory, indecent, unparliamentary or undignified.

In 1956, a Lok Sabha MP referred to Mahatma Gandhi’s assassin Nathuram Godse during the debate on a bill. The presiding officer deleted the name from the day’s written record, and the parliament secretariat added it to its compilation of unparliamentary expressions. Shortly after Hemant Godse was elected, the presiding officer of Rajya Sabha deleted the word “Godse” from the House proceedings. It prompted the MP to write to the presiding officers of both Houses, arguing that they should not hold his surname to be unparliamentary.
