Parliament Session 2024 Highlights: “Multiplier effect of capital spending has helped India become world’s fastest growing economy,” said Union Finance Minister Nirmala Sitharaman in Rajya Sabha today and added that the Union Budget 2024 balances different overriding imperatives, inclusive growth, jobs, capex, and fiscal consolidation. The Budget 2024 highlights & continues the feature that capital expenditure will be sustained, as was indicated earlier at Rs 11.11 lakh crores, said FM Sitharaman today. Congress MP Jairam Ramesh during a discussion on the Budget today in Rajya Sabha said that all engines of economic growth are not firing at the same speed even though the government has accelerated the capital expenditure.

In other news, Waqf Amendment Bill has been sent to Parliament committee amid opposition from several INDIA bloc MPs, who labelled the Bill ‘divisive’, ‘anti-Muslim’, and ‘unconstitutional’ after the government introduced the bill in the Lok Sabha today. The Bill proposes significant changes to the 1995 law, such as the inclusion of Muslim women on Waqf boards and ensuring verification of land before a board announces it as a Waqf property. While the All India Muslim Personal Law Board (AIMPLB)  had termed the move as ‘unacceptable’, INDIA parties had said it will oppose any changes to the Waqf Act.

No decision on draft Delhi Master Plan 2041 yet, Lok Sabha told

The Union Housing and Urban Affairs Ministry has not taken any decision on approval of the draft Master Plan for Delhi (MPD) 2041 yet, the Lok Sabha was informed on Thursday.

In a written reply to a question, Union Minister of State for Housing and Urban Affairs Tokhan Sahu said the Delhi Development Authority (DDA) approved the proposal of the draft MPD-2041 on February 28, 2023.

"Thereafter, DDA forwarded the proposal to the ministry on 13.04.2023 for approval of Government of India for issuance of final notification of MPD-2041. The ministry has not taken a decision," the minister said.

In a meeting on February 28 last year, Delhi Lt Governor V K Saxena, who is also DDA Chairman, approved the draft MPD-2041 and said its thrust is on inclusive development, sustainability and innovative interventions such as transit-oriented development hubs, land pooling, heritage and Yamuna rejuvenation, and regeneration of the city.

The first MPD was promulgated in 1962 under the Delhi Development Act, 1957. These plans are prepared for 20 years' perspective period and provide a holistic framework for planned development of the city. (PTI)

Prominent Muslim bodies slam Waqf Bill; urge govt to withdraw it, hold detailed consultations

Prominent Muslim bodies on Thursday hit out at the The Waqf (Amendment) Bill that was introduced in Lok Sabha and urged the government to withdraw the proposed amendments and engage in a detailed consultation with all stakeholders, including religious leaders.

Both factions of the Jamiat Ulema-e-Hind (Arshad Madani and Mahmood Madani) slammed the Bill and expressed grave concerns over the proposed legislation.

Maulana Arshad Madani, who heads one Jamiat faction, claimed that the government wants to change the status and nature of waqf properties so that it becomes easier to take their possession.

"Once the new amendment is passed, a collector raj will come into existence and the decision of the Waqf Tribunal will not be final to decide which property is waqf and which is not. The decision of the collector will be final in relation to ownership," Madani said.

"Earlier this right was with the Waqf Tribunal. The proposed amendment to the Waqf Act is also against the religious freedom granted by the Constitution and is in violation of Articles 14, 15 and 25 of the Constitution," he said.

He alleged that ever since this government has come, it has been bringing such new laws to keep Muslims in "fear". The proposed legislation is an open interference in the religious matters of Muslims, he said. (PTI)

Parliament Session Live: Bhartiya Vayuyan Vidheyak: Oppn MPs raise concerns over rising airfares in Lok sabha

Opposition MPs on Thursday raised concerns over rising airfare and questioned why the government is unable to control it, as the Lok Sabha debated the Bhartiya Vayuyan Vidheyak Bill 2024.

During the discussion on the Bill which seeks to replace the 90-year-old Aircraft Act, Aviation Minister Kinjarapu Rammohan Naidu said the Bill would address the current discrepancies in the aviation law and help the industry grow.

Participating in the debate, TMC MP Saugata Roy said the Bill is "unnecessary" asserting that there is nothing new in it.

Roy questioned why the ministry does not have a control on airfares.

"The Bill is unnecessary, it has not introduced anything new. We do not want mortality of airlines, give us an airport policy. New airlines are not for employing pilots but they are for being profitable institutions...," he said.

Roy questioned that what is the point of having an aviation ministry if there cannot be any control on airfares.

The Bill, which was introduced in the Lok Sabha on July 31, is intended to "regulate various aspects of the aviation industry, including the design, manufacture, maintenance, operation, and sale of aircraft". (PTI)

Parliament Session Live: Bhartiya Vayuyan Vidheyak will address discrepancies in aviation law says Govt

The government on Thursday said the Bhartiya Vayuyan Vidheyak Bill 2024, which seeks to replace the 90-year-old Aircraft Act, would address the current discrepancies in the aviation law and help the industry grow.

Speaking during a discussion on the Bill in the Lok Sabha, Aviation Minister Kinjarapu Rammohan Naidu underscored the need for the new legislation, noting that the Aircraft Act, 1934 has become outdated due to its numerous amendments over the years.

The Bill, which was introduced in the Lok Sabha on July 31, is intended to "regulate various aspects of the aviation industry, including the design, manufacture, maintenance, operation, and sale of aircraft".

Naidu explained that the 1934 Act had undergone 21 amendments, resulting in ambiguities and contradictions, particularly regarding the powers and functions of internal organizations like the Directorate General of Civil Aviation (DGCA).

He pointed out that these issues have created confusion within the aviation sector, making it difficult for the relevant authorities to operate effectively.

"Because of this, the whole structuring of the Act itself has led to a lot of ambiguity and contradictions in terms of powers and functions of certain internal organizations," he said.

The minister stressed that there was a "dire need to structurise the whole Act," which is why the government introduced the new legislation. (PTI)

4,264 applications received on PM Cares for Children portal rejected: Govt

About 4,264 applications received on the PM Cares for Children portal have been rejected, the government said on Wednesday, listing non-eligibility as the reason for rejection under the scheme for children orphaned during the Covid pandemic.

The scheme was launched by the prime minister to support children who have lost both parents or legal guardian or adoptive parents or surviving parent after March 11, 2020.

Women and Child Development (WCD) Minister Annpurna Devi told the Rajya Sabha that 9,331 applications have been registered on the PM Cares for Children portal from 613 districts in 33 states/UTs.

Opposition members in Rajya Sabha demand caste census, super rich tax

Opposition members in Rajya Sabha on Wednesday pressed for a caste census, imposition of super rich tax, and removal of GST levy on life and medical insurance premiums.

Participating in a discussion on the Jammu and Kashmir Appropriation No. 3 Bill, 2024 in the Upper House, Raghav Chadha of the Aam Aadmi Party expressed happiness at the indexation benefit being "partially restored".

However, he said, this poses a "huge question mark" over the central government's tax policies.

"... How confused is our country's taxation policy. On 23 July 2024, you say that you are taking away the indexation benefit from investors and exactly after two weeks, you say that you are not taking it away but restoring it. This shows that when you, without thinking, not acting on the advice of an economist, if you devise the Budget on the advice of those who do not have economic knowledge, these kind of flip flops will be witnessed," he said.

Taking away indexation from an Indian investor is equivalent to breaking their back, Chadha claimed, seeking "full restoration" of the indexation benefit. (PTI)

Oppn MPs criticise mention of amount spent by govt on Vinesh Phogat's training

The opposition MPs on Wednesday criticised the mention of the amount spent by the government on training of wrestler Vinesh Phogat while making a statement on her disqualification from the Paris Olympics.

In a statement in the Lok Sabha, Union Sports Minister Mansukh Mandaviya said the government had provided all possible assistance to Phogat according to her requirement which included personal staff.

Mandaviya said a total financial assistance of Rs 70,45,775 was given for the Paris Olympic cycle.

In the Lok Sabha, the opposition MPs criticised the mention of the amount by the minister in his statement.

Congress MP Shafi Parambil expressed strong disapproval of the minister's statement.

"I don't think it was right on the part of the government to quote the amount spent on her practice when the whole world was listening. This is not BJP leaders' personal wealth. It's the money of the people," Parambil said.

"Our responsibility was to show solidarity with her, not to detail every expense. Today was not the day to announce how much we spent or where we sent her for practice. The government should have supported her, not done what the federation has done over the past year," he added. (PTI)

Lok Sabha passes Finance Bill, amends LTCG tax provision on immovable properties

The Lok Sabha on Wednesday passed the Finance Bill 2024 after the government relaxed the just-introduced new capital gains tax on real estate, allowing taxpayers an option to switch to a new lower tax rate or stay with the old regime that had higher rate with indexation benefit.

Finance Minister Nirmala Sitharaman, who in her Budget for 2024-25 proposed to lower the long-term capital gains tax on real estate to 12.5 per cent from 20 per cent but without the indexation benefit, moved an amendment to the bill to give the option. Indexation benefit allows taxpayers to arrive at the cost price of the property after adjusting for inflation.

The amendment came after the new provision was criticised for raising tax incidence and disincentivizing investments in the real estate.

The major amendment in the Bill relates to restoration of indexation benefit on sale of properties bought prior to July 23, 2024. Now, individuals or HuFs who purchased houses before July 23, 2024, can opt to pay LTCG tax under the new scheme at the rate of 12.5 per cent without indexation or claim the indexation benefit and pay 20 per cent tax.

The Lower House later approved the bill with 45 official amendments by voice vote. (PTI)

Cong MP hit out at govt for removing preamble from NCERT textbooks

Congress MP Shafi Parambil on Wednesday hit out at the government for allegedly removing preamble from the NCERT textbooks, saying Prime Minister Narendra Modi's gesture of touching the Constitution with his head now feels like a "farewell kiss" rather than a tribute.

Speaking in the Lok Sabha, the Congress MP from Vatakara said the alleged exclusion of the preamble from books has raised questions about the government's commitment to core values of the Constitution.

"When we saw the Prime Minister in the central hall taking the Constitution in his hands we thought it is a beginning but now only we realise that it was a farewell kiss," he said referring to the alleged exclusion of the preamble from books.

"What scares them, India being the sovereign socialist democratic republic or justice liberty equality or fraternity what scares them I must say that they discriminate the people they discriminate the states they divide the people of this country and that farewell kiss has given a clear message that they won't respect the Constitution of this nation a country can grow only when there is harmony around," he added. A bill proposing significant changes to the Waqf boards is set to be introduced in the Lok Sabha. This bill, which aims to rename the Waqf Act of 1995 to the Unified Waqf Management, Empowerment, Efficiency, and Development Act of 1995, includes several key updates:

-- The bill proposes that Muslim women and non-Muslims will be represented on the Central Waqf Council and State Waqf Boards.

-- It also proposes creating separate Boards for the Boharas and Aghakhanis and includes representation for Shias, Sunnis, Bohras, Aghakhanis, and other backward classes within Muslim communities.

-- It removes Section 40 of the current law, which gives the board power to decide if a property is Waqf property.

-- The bill defines ‘Waqf’ as property dedicated by a person who has practised Islam for at least five years and owns the property.

-- It also aims to streamline Waqf registration through a central portal and database, and outlines procedures for property mutation in accordance with revenue laws, including notice requirements.

-- The Waqf Act of 1995 was originally established to regulate ‘Auqaf’—properties dedicated for religious or charitable purposes under Muslim law. The Act was last amended in 2013.
