The Odisha Assembly will elect a new speaker on September 21, a day before its delayed monsoon session starts. The post has been lying vacant since the May 12 resignation of Bikram Keshari Arukha, who has been inducted into Naveen Patnaik’s cabinet as finance minister.
According to official sources, nominations for the speaker election will be filed on September 18. Given the BJD’s strength in the Assembly, it is a foregone conclusion that the ruling party’s speaker candidate will be elected unopposed.
Names of senior BJD leaders such as Bhandaripokhari MLA Prafulla Samal, Parjang MLA Nrusingha Sahu, Baramba MLA Debi Prasad Mishra and Barchana MLA Amar Prasad Satpathy are doing the rounds for the speaker post. Alternatively, the party may also nominate a senior woman legislator for the post as the Assembly has never had a woman speaker.
Finance Minister Arukha will present the supplementary budget for the 2023-24 financial year on the first day of the eight-day monsoon session. The appropriation Bill on the supplementary budget will be passed on October 4. The government may also introduce some other important Bills in the House.
Amid speculations about early Assembly polls, many believe the upcoming session could be the last before the elections.
