Western Uttar Pradesh topped in complaints registered at National Commission for Women in 2010-11,followed by Delhi,eastern Uttar Pradesh and Rajasthan.
Among various categories of cases received by the women’s panel,those regarding police apathy,harassment and police atrocities were the most in number (3,744). The NCW also recorded 2,487 cases of domestic violence or matrimonial dispute,521 of harassment at workplace and 465 of dowry death during the period,official sources said.
According to the sources,western UP (5,242) was at the top in number of complaints received by the NCW in 2010-11 (as on February 28),followed by Delhi (2,188),eastern UP (1,461),Rajasthan (1,357),Haryana (818),Madhya Pradesh (668) and Bihar (437).
In the same period,the NRI cell of NCW recorded 73 complaints from Delhi and 43 from Uttar Pradesh,followed by Haryana (40),Andhra Pradesh (30) and Punjab (28).
The NRI cell received 438 complaints from India in 2010-11,while there were 15 cases from the US,11 from Australia and eight from the UK. The section,which was opened in September 2009,deals with complaints received from India and abroad about cross-country marriages where there is any deprivation of women’s
rights or grave injustice to women.
The NCW generally forwards complaints of police apathy or harassment to the state governments and those related to sexual harassment at workplace to the related organisation or department. Some complaints are also forwarded to the state commissions for women.
During 2010-11,the NCW received a total of 14,151 complaints or cases at its Complaints and Investigation Cell. During the same period,it attended 10,002 cases and disposed of 4,224 while 9,771 cases remained pending or under process.
The reasons for the pendency include delays due to requirement of detailed investigation,multiple hearings or counselling sessions and delayed submission of action-taken reports by relevant authorities,they said.
