The Punjab State Information Commission has imposed a penalty of Rs 25,000 on the executive officer (EO) of Patti municipal council for failing to provide information to an applicant.
Taking up the complaint of Surinder Kumar,a resident of Batala,information commissioner Chander Prakash directed the executive officer,Manmohan Singh,to pay the penalty from his salary while Rs 5,000 compensation will be given to the applicant by the concerned authority.
Manmohan Singh was the EO of Fatehgarh Churian MC when Surinder Kumar,through an application on September 15,2009 sough information related to the auction of shops by the civic authorities.
Incomplete information was provided to the applicant that too after a delay of four months. In January this year a showcause notice was served on Manmohan Singh as to why action should not betaken against him as per provisions of the RTI Act.
Despite several hearing,Manmohan Singh could not give satisfactory reply to the queries raised.
The complainant had alleged that bungling had taken place in the auction of shops near the old bus stand,the new bus stand and the telephone exchange of Fatehgarh Churian. The applicant had also demanded an independent probe by any agency of government into the auction of these shops.
The complainant is entitled to know the particulars of transactions done by the Municipal Council and denial of information justifies demand for carrying out an independent probe, the information commissioner said in his order.
Penalizing Manmohan Singh the commissioner added that the penalty imposed will be deducted from his salary in three instalments.
