Punjab is one of the few states in the country that is yet to comply with the directions of the Supreme Court with regard to setting up a police complaint authorities in the state.
However,in reply to a question asked by Jayant Chaudhry in the Lok Sabha,Minister of State in the Ministry of Home Affairs Mullappally Ramachandran said that Punjab was one of the several states in the country that had not only constituted a PCA,but also a state security commission and police establishment board.
“The three bodies are to be constituted across the country in every state,following the direction of the apex court passed in 2006. The Court had directed the states to constitute the three bodies,besides carrying out much needed police reforms. PCA was to be set up at the state and district levels. These were to look at complaints against police officers. But not a single PCA has been set up in Punjab,” said Sunil Jakhar,opposition leader in the state. “Chandigarh and Haryana have constituted PCAs on the direction of the Supreme Court,” the opposition leader added.
Demanding that the state government set up a PCA,Jakhar said the state government was delaying the implementation of police reforms as directed by the Supreme Court,as Home Minister Sukhbir Badal wanted to control the police force himself.
“The Punjab Police is not answerable to anyone,as a result it is highly politicised. Police is involved in everything except policing in the state and hence there is no fear of law among criminals,” he added.
