The Congress Tuesday alleged that Punjab government was cooking up security threat assessments in favour of those whom the state government wanted to reward with providing security men. Demanding a review of threat assessment,former Congress MLA,Sukhpal Singh Khaira,said an affidavit filed by the state government in the Supreme Court shows how the SAD-BJP government picked and chose its own men and provided them security cover.
It is astonishing to note that only one security person each is provided to the judges of the High Court,Additional Sessions judge,CJMs and their subordinates. On the other hand those convicted of heinous crimes such as former minister Bibi Jagir Kaur enjoy ‘Y category security with 11 policemen and an escort vehicle. The same goes for another convicted Akali MLA,Jathedar Tota Singh. It is appears that criminal convicts need more security than the custodians of law in Punjab. It also shows the utterly faulty threat assessment mechanism adopted by the government, Khaira said,quoting from the affidavit dated March 25,2013,filed by Punjab in the Supreme Court. The 75 page affidavit,copies of which were handed out to the press during a conference here,shows that 1,294 protectees have been allocated 4,120 security personnel at a monthly cost of approximately Rs 15.69 crore. Other than this,20 sections of CRPF and four sections of CISF are deployed by the central government.
Khaira said the states own admission exposed the politically motivated way of providing security to public functionaries and private individuals.
It is noteworthy that there are only 1,820 policemen for traffic duty in Punjab,while an alarming 5,000 ordinary citizens die due to road accidents annually, Khaira said.
The inclusion of the name of now deceased MP Balbir Singh (Page 50 of the affidavit) with two policemen indicates that no mind has been applied while reviewing security as claimed in the affidavit, he added.
