With an aim to avoid prolonged litigation and to settle long pending court cases,Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) on Wednesday launched a scheme to offer “out of court settlement scheme” to its consumers with immediate effect.

All disputes related to power bills, where penalties have been levied, can now be settled under the new scheme, provided the consumer pays 50 per cent of the amount initially assessed, along with simple interest at 12 per cent per annum on the remaining amount. The cases can be settled in the Lok Adalats that are held regularly at all district headquarters across the state.

“The scheme will remain in operation till July 31 and cover all cases pending in courts,District Consumer Disputes Redressal Forum,State Commission and Arbitration as on February 28,this year,” Power Minister Captain Ajay Singh Yadav said.

“There may be certain cases where the initial assessment was not made as per Nigam’s instructions and the same was on a higher side. The amount assessed means the amount to be assessed as per instructions prevailing at that time not necessarily the amount charged initially,” a department spokesperson said.

The scheme will also be applicable to cases, where the dispute is on account of minimum charges. In theft cases, the scheme will be available only if the case is registered for the first time and where consumer has not been convicted.

The concerned sub-divisional officer is authorised to settle all cases on behalf of the Nigams. Notices will be sent to all consumers covered under this scheme within 10 days.
