About 37 per cent of IPS officers failed to file their immovable property returns (IPR) in 2010-2014. This was more than two-and-a-half times the corresponding figure for IAS officers. Over 14 per cent of the latter, however, declared their immovable property possession as nil.
Government data analysed by public information portal factly.in shows that in the five IPR filings for the period, 1,437 of 2,469 (36.8 per cent) IPS officers who filed IPRs defaulted at least once. There are 3,906 IPS officers in service according to the home ministry.
In comparison, only 14.6 per cent (661 of 3,865) of IAS officers defaulted. There are 4,526 IAS officers currently in service according to Department of Personnel and Training (DoPT).

Curiously, 559 IAS officers declared their immovable property assets as nil. “We realised that almost 25-30 per cent of the ‘nil’ filings were from officers of old batches such as late seventies or eighties. Most of these officers have spent more than 20 years in service. While we can’t judge the filings, it is definitely intriguing,” said RTI activist and founder of factly.in, Rakesh Reddy Dubbudu.
According to factly.in, maximum ‘nil’ filings were from UP cadre officers (57), followed by Madhya Pradesh (42).
